Possibly staying a few days on the Vilaine or longer we’re not decided as yet.
My question is having a boat without a holding tank for black/grey water will this be allowed, is there some legislation on the freshwater river where boats must have these tanks fitted?

I have kept my boat on the Vilaine for 5 years and I do not have a holding tank. I know of no regulation requiring one. The authorities encourage you to use the lavatories in the marinas but have no means of enforcing it and when you are on a mooring or anchored you obviously cannot.
 
Do bear in mind that the Vilaine provides drinking water for the surrounding area. There is an abstraction plant about 1 mile from Arzal on the S bank, currently undergoing major renovation and marked by a tower crane easily visible on approach.
If you can rig up an ad hoc system there are free pump out facilities next to the fuel berth at Arzal.
