Victron charger question

When plugged into the mains the charger is on and if the battery switch is in the off position the instruments are live, is this correct, obviously being fed from the charger input. I assumed the charger would only charge the batteries......does it also supply a 12v current to the units as well?

Id think the charger is connected to the wrong side of the battery isolation switch !

The depends on your view. Strictly speaking a battery isolation switch should isolate the battery from everything else, including the charger. Commonly the charger is directly (via fuses) connected to the battery though. That has my preference as well. And yes most decent battery chargers are able to act as power supply as well. As your batteries are disconnected when the isolation switch is open, you may want to check the voltage the charger supplies as the battery-load is not present.
