Just curious really.I haven't used my hand held Icom for about a year. It seems to be fully charged, but it it better to discharge it and recharge it or just use it as it is?

If you are leaving the radio idle for any period of time, assuming its a Li-On battery, then I would fully charge and then remove from the radio.
I have a 2 year old Entel which I charged up before storage for the winter ( a period of about 5-6 mths) and then when I went to use it after storage, the battery was U/S. No amount of charging would bring it back, so a new battery replaced it. Taking the old battery apart, there is a PCB inside, which I assume monitors charging and battery temperature. I think it was this that failed.
So now during storage, I charge fully and then remove off the back of the radio completely, so there is no chance of any discharge via the radio itself. So far it seems to be working!
 
Agree with post above.

Lithiums do not like to be fully discharged ever if possible.

If it really has held its charge, use it as is (they do not like overcharging either although inbuilt circuit should prevent that) and see if the charge drops appreciably. (can you check an Icom battery with a multimeter? I've never had an Icom) If it does drop rapidly, battery is getting tired and best practice will be to fully charge and only let battery discharge to 50% before charging again.

Lithiums do not last as long as other batteries alas - note laptop batteries and mobile phone batteries.
