In a nutshell yes.

The switches wont stand the current handled by the relays, so might not even last one start

Vetus only fit the relays to make the panel hard to wire up by someone who is incompetent, and to make it more expensive to manufacture; this means they make a larger profit. You could also remove your fuel filters, they just keep getting blocked anyway.

There are presumably relays for glowplugs and for starting. Anything else ?

Not sure I understand why relays make it that much more difficult to "figure out".
You would probably not be able to throw out the glowplug relay but you may be able to throw out the starter relay although doing so would probably necessitate uprating the wiring and the key switch.
