There was a thread on Very Pistols awhile back, an archive search may find it.
My recollection is that a license is not required for one as part of ships's equipment but if you take it to/from the boat a license is needed. This may have changed with this nanny state government we are lumbered with. The police will probably not Know either but if asked will say a license is needed.
You definitely require a license - costs nothing (honest) but requires a great deal of form filling and an upright citizen to vouch that you a a stable person and will not rum amok with your PISTOL. Police regard ALL firearms with the greatest suspicion and anything with the word pistol in it as practically a criminal offence
Contact the local police - who will probably rewuire to know where you aquired the pistol.

Technically you can keep a Very Pistol (as safety equipment) without a liscence onboard a British yacht (maybe fully registered, I am not sure about that)) BUT you must have a license if you take it ashore.

If you life in a yachting area the police may be more understanding but here in the Midlands they are very correct (I have a visit at least once per year)

Classed as a Firearm, licence needed, it costs nothing but 3-4 sides of A4 to be filled in and sounter signed by a JP, Solicitor or some one of standing. Police helpful. Should be locked up on board. Would not reccomend taking it foreign, the Belgians are not very happy with them(mine). Suggested I left ASAP. This was a few years back.
As others have said you need a licence to move off the boat or to buy new flares. Paperwork is understandably detailed but not a great problem. Got mine of the internet from Devon and Cornwall Old Bill. Very efficient at processing it and not a penny to pay. Get one and ease your mind!
very much not worth the hassle. The flares are not much more effective than the miniflares. If you really want to keep it and need to use it, fire two flares as quickly together as possible rather than one at a time. normally the human eye unless looking directly towards these, does not see it, but registers something and directs attention towards where the seccond flare is deployed.
rocket flare is much more effective at night, and the smoke flares are the only really effective daytime signal.
I have one fully licensed byThames Valley Police, No problems . Also have a European license ( also covers my shotgun) all free of charge. Normally kept at home in a gun cab. The only slight problem is taking it on a ferry but if you have the correct paperwork it is possible but you have to hand your car keys in to the "captian" on the ferry.
I had one in the 70's. I found great difficulty even then in getting ammo for it. There were 2 types in use in the UK at the time, 1" and 1.5" bore. There is also a 12 bore type available in the US and that area. I suggest you check whether you can get supplies before going to the trouble of licencing it. The bother of having a steel box fixed to the structure of your house may also be a disincentive.
I had a great time at anchor in some god forsaken tropical anchorage in a 32000 ton cargo ship when the captain decided to let us dispose of the out of date verey pistol flares by shooting them down into the sea. They burn a longway dow but if fired at an angle to the wave can be induced to bounce!
Probably illegal but great fun.
Mind you, he was the same captain who had us fire skeets off the bridge while he stood on the foredeck blasting away with a 12 bore after Sunday lunch and drinkies!
Small Personal safes (about £20-30 in stationary stores) bolted to the wall or floor of the house (or boat?) are a cheap and acceptable alternative to £200 gun cabinets for storage.
