Velvet antifouling?

A "green" friend of mine thinks he remembers reading something in PBO some time back about some antifouling experiments being carried out somewhere in Scandinavia in which the hull was coated with some goo and then sprayed with short nylon fibres, thus creating a sort of velvet effect. Apparently nothing would grow on it though I imagine it would create almost as much drag as a good growth of weed! Can anyone enlighten us further on this please?
 
As copperbased antifouling has been 'outlawed' for recreational craft in Holland, a lot of alternatives are being though out and tried to more or less succes.

This one was supposed to emulate the skin of a seal - nothinh supposed to be able to attach to it - but the reports I have seen where not good.
