I would definitely start by sailing up the river past Sibenik to Skradin and Krka Falls. It's an easy sail/motor and something a little different to the normal Med cruising route and it's just round the corner. :)

On one trip to Skradin we anchored outside the marina and saved the fee. They may have stopped that by now, of course. On another visit we were intensely proud of ourselves at having sailed both up-stream and down. The deep gorge and multiple motor boats that do not understand tacking make that tricky! I've just looked on the government app (Nautical Information Services Croatia) and the first two bays to the west opposite the marina are now an official buoyed anchorage with 18 buoys so you would have to pay to stay in either of those bays. The third bay to the east is apparently not buoyed but, as it will be within 150m of the most easterly buoy then you will not be allowed to anchor there or, if you do, you will have to pay the concessionaire anyway.

It's usually possible to negotiate a discount if the buoys are all taken but you have no legal right to it. :(

The last time we anchored there was in 2015 and there were no buoys then .... but such is progress.
