They are useful things if they are rigged properly......
That is a rather silly way of attaching a fender!
It is attached to the dock cleat, then goes up and around the cleat on the boat, but is not made fast.

Thats what I thought at first too.

But the dock line is separate, the fender is on a loop but not low enough to be between the boat and dock.

I managed to cut off the top of the cleat in the photo as was being hassled about hair products!
