The yellow is actually useful for instance if you go to the Channel Islands, on entering for the first time you must fly a yellow flag to indicate you want to clear Customs/Immigration.

The official meaning of the yellow flag is as you have written as it was the quarantine flag indicating to the port health officials that you had come from overseas but your crew was healthy and you required permission (pratique) for them to go ashore.
