Yes it does but of course you need a full VHF licence to transmit on the marine ones but I personally find the private business radio and the free ones enough.

You can programme the units for all the frequencies, simplex and duplex.

PBR licence is £75 for five years and no exam required.

I have programmed all of the channels and PM me for the file so you can easily load them, there are a couple of my custom company HDPS talkback channels for TV use but you can delete them if you wish.

As you will all know, having obtained your marine vhf operators's licence, it is forbidden to broadcast on any channel unless a mayday, pan pan or securite message. I doubt that an unpowered lock qualifies however useful the message.
I think you misunderstand the meaning of broadcast. It is perfectly legal if licensed to communicate to lock keepers and if on the tidal section to Woolwich Radio etc regarding boat business and navigation matters. Broadcast means a call to all and no specific callsign.
