Upgrade a 9.9 to a 15hp

Hiya,

Bearing in mind most 9.9 outboards are restricted 15's in reality - how hard/expensive would it be to uprate one back to 15hp

Is it just a case of changing the jets, or would it need a whole new Carb??

I ask because I may be able to find an Evinrude 9.9 at a decent price, but really want a 15
