Off Langstone Harbour on passage from Yarmouth IoW to Chichester via the middle passage through the barrier off Southsea yesterday morning my vigilant helmsman observed wreckage lying low in the water at about 200m south of our track (a cable if you wish) which through binoculars was identified as the superstructure of a smallish vessel.
Having been out of touch with public media for 3 days we were not aware that a small fishing vessel had sunk in that location on Sunday.

I reported the position to Solent CG who thanked us for the report, confirmed they were aware and asked whether we had observed any loose debris or pollution. Negative reply given.

My point is that the wreckage was apparently unmarked for either day or night identification and at night or with only a slightly higher sea running would not have been seen until too late.

So who (if anyone) is responsible for emergency safety marking in such circumstances?

if it was 200m to the side as you went through the barrier there would be no need to mark it since boats don't go over the barrier. If I'm wrong can you be more specific about the position?
 
Sorry not clear in original post; we had passed through the barrier and were south of the entrance to Langstone Harbour. The log is still on the boat so I do not have access to the co-ordinates noted.
 
It was marked by the RNLI when it went down, but the marks they put down have gone. New bouys are being put down today according to the CG bulletin issued at around 1400 Tuesday that I listened to. Not sure how they'll do that today as it's blowing a force 8 at the moment, and it will be horrible off Langstone.
Thread on Suttlebutt http://www.ybw.com/forums/showthread.php?t=313043, there is another thread somewhere which gives the exact coordinates but I can't find it at the moment.

Not wanting to stray from the subject, a tracking device could be used perhaps even a motor vehicle tracking device, fixed to a surface ( inner cabin roof area?) in an watertight container, only to be activated when the vessel is sinking or perhaps activated remotely or automatically. Just an idea.
