Under water epoxy

I want to repair a small chip on my grp rudder which must have been done by previous owner the problem is it won't dry out what epoxy could I use to get me through the rest of the season till I can have it repaired in winter
 
I used to keep a two part putty type epoxy, made for water pipe repair, get it at b&q plumbing. That was designed to seal leaking pipes so I understood it would work where moisture/water was present. I never used it but it was there for under water or wet repairs. It came as a strip of two colours of plasticine like material which you mixed.
 
There are many underwater epoxies, as Neil Y says, aimed at the plumbing industry. My own preference is Milliput, primarily used for model making. I have used it for many years, excellent stuff. Comes in a few different colours.
 
I presume you are going to do the repair when drying out between tides. In which case you should try to dry the contact area as much as possible. Any epoxy should be OK you will need to add filler as desired for the right consistency to fill the hole.
Then I suggest some heat if you can to hasten the cure. But finishing the cure under water should be fine. Note when you warm the epoxy it may get too runny and dribble out of the hole. So if you are going to warm it do so when you mix it adding more filler. good luck olewill
