I put it on top of the foam but under the outer cover. It seems to work for me. Cheap enough to experiment with. I had tried a bin liner but it was a bit crinkly.
My boat stays bone dry all winter too. And get very little condensation when sleeping. I suspect some upholstery fabrics have a rubberized backing which maybe acts as a moisture barrier hence it's not a problem for some. The stuff on my cushions was wearing and I suspect any moisture barrier properties had deteriorated giving an impression things were getting damper. The IKEA stuff is rather strange looking it's cheap, comfortable and works in our situation. There's an added advantage that any drips don't result in the cushions becoming salty over time.
