UK customs change - SPCR

I'm about to go to France from UK and just did a draft customs form on the Submit a Please Craft Report (SPCR) website. All went well but I think there's a new question "Is UK VAT due on this vessel?" I bought my boat in UK & paid VAT at the time so the answer must be no.
But then I'm taken to "why not" & given some choices which I don't understand- see picture....
Any advice?

It's Returned Goods Relief you need to select, as I understand it; you will be returning the vessel to the UK on which you've already paid the VAT in the UK. Carrying the original bill of sale/invoice would be helpful.

I have spoken at length with Boarder Force Portsmouth. They do not understand why this dialogue occurs. We have just returned from 4 weeks out on a UK VAT paid boat and you will get the same dialogue AND instructions to wait for advice before you lower your Q flag. Except that will never come because you have a vanilla UK VAT paid boat and you and your brit wife… and do you wait… and then you call. And BF Portsmouth are thinking “why are you calling and why even do you have a Q flag up as you have nothing to declare?” Yet we have it up because the email tells us to do that. Realise that SPCR and Boarder Force are left and right hand of a process that as far as I can see it not quite tied up!

Of course when I go to France by car I fill out forms to export and import the car?

It all looks like a work in progress.

Just like you do when you cross on Euro Tunnel with your car?
 
The phone number for the southeast BF on the website and the email they send out does not work most of the time.
I called one of the others to get the correct one.
 
I just click "other" and write "because it is VAT paid" which is not an option. Stupid beyond belief.
Might be worth saying "Because it's VAT paid and I was only on a short nn week holiday outside UK".

Just fill in the correct duration. I think RGR only comes into play when the vessel has been outside UK for a long period. Making it obvious it's only been a short time should make it obvious you were correct not selecting RGR.
 
I also just clicked Other and then added ‘Because Uk Vat already paid prior to my ownership from 2018’

Like all beauracracy one can’t leave a gap, they just want an answer. No complaints from them and they accepted the form

Additionally coming in with yellow penant hoisted, no one bother to call us up or visit us. So we rowed ashore from designated arrival point of our moorings after 4 hours sleep and went home. MOD police launch vaguely interested in us going by at 3am but I think that was merely due to their boredom

UK VAT also paid on my boat when purchased in 2009. However, I'd need to go down the RGR if sailing back to UK. The boat has been outside the UK since 2012.

The RGR option serves a purpose but there should be another one to cover people not needing RGR. However. just having "Other" does require some knowledge of the system. Stating that VAT was paid doesn't mean RGR isn't required. I can also see why someone would think RGR was appropriate.
