Twisted figure-8 for fitting a line to M8 screw?

I need a way to hang a couple of fenders horizontally on a finger pontoon. The only place I can attach to is the track on the top, for which I have some fittings that take an M8 machine screw. So what I need is something I can screw down under the M8 screw, with a loop to thread a 10mm/12mm line through: perhaps like a twisted figure-8 - I think this is called Jack Chain:

[Later] Isn't it strange how in explaining something you figure out a solution: two links of normal chain would do.

Anyone got any short lengths of chain, or jack chain with a 10mm "hole"?

Thanks for the idea, but I want to keep the profile as low as possible to reduce the trip hazard.

Strip of stainless or brass plate, drill a hole in each end, bend (if required) to suit.

Long link chain from DIY shop, cut lengths in store.
Thread chain through eye in fender then thread chain through its end link (noose style).
Job done.
