Trousers velcro strap

Hello,
my sailing trousers have this accessory sewn at about waist height, only on one side, ; the three flaps are covered with velcro, it is impossible to even slide a couple of fingers on the side of the buckle (so no knife nor anything): what is it for?
Musto web site mentions a ''fastener'', not sure how anything could be fastened there.

Think it's more an adjuster than a fastner. If they're a bit big, you can tighten up the waist circumference to fit. Converseley, if you were a bit optimistic with your waist measurement, you can release it for a bit more give around the girth.

Actually not that one: there are also two proper adjusters slightly on the back, above waist height, they have a locking buckle and about 15cm of webbing which can be tightened; the one in the photograph is simply a three section velcro, the central one is sewn on the cloth, the two flaps are rather stiff, are normally folded over each other and locked by the velcro, one goes through that plastic buckle for who knows what reason.
 
Velcro doesn’t last forever and I wouldn’t want to trust it to secure anything valuable. I presume there is some additional security for your Leatherman?

It seems sturdy there are two opposite pairs of mating velcro surfaces. I do not think I will use it anyway, just keep the tool + headlamp in the trousers/jacket outside pockets as I always did.

Velcro used properly is very strong. Our mainsail.clew is attached with a Velcro strop and takes huge strain.
I use the Velcro fastener in the OP's picture to.attach my PLB which is then put in the picket below it.
 
Musto used to include a knife holder which attached to something exactly like that. It never gets undone (other than regular laundering of the salopettes) so the velcro never wears out, the knife is removed from the holder which itself has a velcro cover.
