My experience is with Johnson however to get the leg apart you need to rotate the engine and shaft until there is a point where the shaft will slip out of the spline at the engine end. There is a little roll pin in the shaft which I removed and didn't replace so it comes out easy now.. In this case you have to pull the lower part of the leg apart enought to disconnect the gear shift shaft and the water tube just pulls out of a rubber grommet in the pump. With the pump gearbox etc removed I can put a garden hose to the water tube and simulate the pump with the hose. If all is well with the engine and pee hole it will give water at the pee hole and water out with the exhaust. I can also remove the thermostat housing to get water from the garden hose coming out at this point. In the case of the Johnson it is easy to remove the cylinder head to scrape out water passages.
My opinion is that O/Bs should be dismantled often as corrosion and especially of SS bolts into Al is the biggest problem. Don't break anything with excess pressure as suggested if you can't get the pump apart try the engine water passages. People have often suggested that no water at the pee hole is only a blockage in the pee hole. Never seen it yet it always points to a major problem. Just keep at it good luck will

You have to take the prop off, remover the end plate and in side the gearbox on the end of the shaft is a c-clip that has to be removed. This will the let the shaft pull out of the houseing and expose the implellor.
