Maybe some form of punishment that is able to be monitored?
Say like - the villain has to start an "I apologise to everyone and I will never do it again" thread and post that message to it very hour, approximately on the hour, for a continuous 24 hour period if they want to retain their forum priviledges. They can choose to do that on a weekend if they wish.
Of course, they could get a family member or friend to cover part of the time for them and we would never know - but would they trust them (especially SWMBO's who may consider HWHBB {He Who Has Been Bad} spends too much time on the forum anyway)?
