My boat will be out on a swinging mooring this year. So that I have somewhere to store the engine, I have thought about fitting a mount on the transom for it.
My question is would I need to put in some form of backing plate to help with the weight of the engine (Tohatsu 3.5hp) as it come's in at around 28 kg. Is this needed ?

That seems to be an over estimation. The 4 stroke is 18 kg and the 2 stroke is ~12kg

I have the 2 stroke 3.5 and a 28 kg 2 stroke 8 hp. Both were affixed to the grab rail with this mount:

The rails are held in with a 8mm bolt behind a penny washer and the whole system has proved durable and reliable. So I would say a backing plate is not strictly necessary on the provision that the motor sits securely and doesn't vibrate or rattle about.
 
More stuff goes missing in the marina (some) than on the river (none) ;) One of the downsides to crowded ghetto life. ?

Many years ago - Magazine printed a photo of a guy with an outboard in hand walking along marina pontoon ....

Caption underneath was : "Do you know this man ?"

As to losing outboards on moorings ... guy with motorboat on mooring in Langstone ... he through bolted 70hp outboard... fitted locks ... etc. He came back to find transom 'chainsawed' out and engine missing.
He salvaged boat - rebuilt transom with embedded metal plate ... fitted his old 50hp - even hand painted the cover to make it look rough etc. - they nicked that as well !!
 
I won’t be leaving it on the boat that’s for sure, just somewhere to stow it whilst I’m onboard. Theft unfortunately is part of life.
