I have to drill a 25mm hole in the transom for the fixed plug of the transponder to go through. The wire is 6mm diameter. Normally I would use a gland, but that's not possible due to the fixed plug.

Tried searching for a neat solution, not just backfilling with sealant.

What do I need?

Will a Scanstrut cable gland do the job ? The hole in the plastic part if fairly large and the rubber part has a split.

I did something similar, I used a tapered wooden plug as used for plugging thru hulls if they break. Cut a slot in the side to suit the cable then tap gently in to place and mark both sides with a pencil where it sits flush. tap out again and cut to the pencil marks. Use a touch of sealant on the edges of the resulting disk, maybe leave on the long side if the interior isnt visible and tap back in.
 
Cable Clams come in various sizes that accommodate the connectors that need to be passed through. This following offer two sizes that might be suitable for your needs, for VHS/AIS which will allow a 21mm connector to pass through while the one for Radar allows the passage of 35mm.

As a cheapskate, I'd use a hole saw to cut the hole, enlarge the hole in the plug to leave space for the wire plus a bit of sealant, cut the plug in 2 to get the wire in the middle, then glue everything back together, using thickened epoxy
