AFAICS the "kotterstag" (lit. "boring tag") is probably a tang or eye or some sort. Could he be asking about an inner forestay attachment? And "warf"?

I think he means shipyard with his 'warf' (shipyard is 'werf' in Dutch). Kotterstag is indeed the inner stay.

Although I don't speak a word of Dutch really, you can translate quite a lot of it by reading it phonetically and rather fast. The letter "g" is pronounced a bit like a "y" in a lot of languages (and some Middle English), so kutterstag becomes "cutter stay" which is almost self-explanatory. He then seems to be asking whether to attach an inner forestay to one of two points, and I take "warf" to mean deck.

If I retranslate it correctly into Dutch, I think he is asking about the attachment point for an inner forestay. He seems to see two possible places, and wonders where the yard meant it to be: an upper point which he feels is too weak, or a lower point near the spreaders. Shipyard is indeed werf in Dutch.
