Just got pulled by two traffic cars in Gwent and escorted to a DVLA check area. They check all serial numbers, brakes, tyres, lights, breath test, pnc check, contents check and weigh the trailer and vehicle. We got a verbal warning for not having a brake leash between trailer and van! They pulled almost every vehicle towing.
Ps.carry your driving license....the cops said it made it much quicker (was still about 1 hr)

On what basis did they ask for a breath test? and did they administer them to every other trailer driver they pulled in. Just towing a trailer is not reasonable grounds

Whereabouts exactly? So that we can avoid the location if possible.

There is an ongoing operation in Gwent, forget what its called, often
involving other organisations and often using the Coldra CHECKPOINT.
(Thats "Ministry" not DVLA although they may be present).
Keep off the M4, A40/449, A48 and the Southern Distributor Road!

Is this operation for "trailors" entering or leaving Wales?

Trailers

Not just Gwent. I saw a similar police operation going on in the services near Swindon on the M4. They were stopping cars and trailers and vans leaving the services car park but seemed to be just waving cars through.

I checked my car insurance re towing and the trailer/ boat are only insured for 3d party by the motor insurance. If you want your boat and trailer fully covered its down to your boat insurance and not all boat policies cover you during road transit .
