Towing inflatables on the non tidal river

Is it allowed? Saw a boat just above Sunbury today towing two kids in rings (without buoyancy aids) about 15m behind a cruiser. Didn't think it was the most sensible idea as the river was busy and they were heading downstream towards the narrow lock cut and weir at Sunbury.

Never seen it done before in such a confined space and wondered what your views were.
 
I dont think it is allowed unless they are licensed as unpowered craft (tender)

you cant put any type of boat or inflatable ring/dinghy in the Thames without a license

I dont think its very sensible either, 15 metres of rope would let the towed ring get to the weir on some of the lock cuts on the Thames if you had to wait for a lock to open
