I have a recollection that a 'tow' is defined as an object or vessel more than a certain distance from the tug so a dingy may not be classed as a tow for col regs. Traditionaly a towed tender was not lit.
Re garden lights - many of them have very cheep batteries, if replaced with top quality ones thet usually last much longer
