EGNOS was the first heralded step towards Galileo, and was meant to go operational April 2004. It's still in it's test phase belching out mode 0/2 messages with intermittent differential data and no firm date to operational.

We have been carrying out some EGNOS testing and it will often degrade rather than ehnance raw GPS. Don't enable it yet except to play with it briefly, then switch it off again.

Galileo is still in the signal definition stage which means that any GPS receiver which claims to be compatible must have clairvoyant features way beyond our logical reasoning. I would take bets that we won't see this operational before 2010 at the earliest.
