toilet anti syphon air vent

I have an anti syphon vent in the water inlet pipe but it is just hissing and the toilet will not fill up when pumping. This is a new device so do I need to prime it somehow? Or is it just faulty!

Do you have a picture of the device?
Ours works fine, but easy to put thumb over vent to block it and see if that stops the issue.
 
What make of toilet is it? If it is a Lavac that works by vacuum pressure differential with the toilet seat closed, then the vent size is critical. The spigot that pokes into the pipe for the vent can wear the drilled hole and then too much air gets in and results exactly in what you hear and see with fill up water. If it's not a Lavac, then I this description will not be relevant.
 
Where is the antisyphon located? It should be between the pump and the bowl NOT between the inlet and the pump. Most installations do not need one as (if it is a Jabsco) the pump acts as an antisyphon.

It does not go on the inlet side of the pump, it goes on the outlet side, before the head. See below.

The pump does NOT act as an effective anti-syphon (these are Jabco instructions). There is a lock that "might" work, but don't bet on it. Jabsco says add a break.

Many (most?) modern boats have the toilet above the waterline so do not need an anti syphon In this case the pump is adequate protection against the unlikely event of the boat heeling far enough that it is below the waterline.
