Tohatsu outboard not pumping water

The exhaust bubbles will cause a problem.

When we tested outboards we used a large volume water tank as small volume receptacles such as wheelie bins could give you false results, such as a reduction in cooling water flow...just given my opinion. Don't want an argument. I'm done now.
 
That's not a wheelie bin. It has more volume of water. Wheelie bins don't work.

It'll be fine for the OP's Tohatsu, as it will be for most small outboards, because the water intakes are well below the exhaust outlet.
 
I quite successfully test my outboards in a water butt, not mutch larger than a wheelie bin, admitedly not an outrageously small one but not a large volume water in it.

Weed obstructing the water intakes is the main problem with wheelie bins

When I have used bins to run outboards I am always surprised how deep the engine needs to be immersed before it will pump water.

sufficiently deep to immerse the water water should be deep enough although that can be quite deep esp with some of the older outboards. A couple of inches above the joint between the gearcase and the driveshaft housing will normally do it.
 
My Tohatsu 3.5 and Mercury 3.3 (same basic engine) just won't pump water in a small bin at home, but will pump/piddle in the club's big steel tank, or when on a dinghy.......

First time I hit this I dismantled the leg to check the impeller - it was fine. Disassembly minutes, reassembly hours and a lot of cursing.
