Started the engine today and it ran fine in neutral from idle to full power.

However when I put it in gear it would not rev above 25%. As soon as I went above 25% it stuttered and died. Put it back in neutral and it revved fine all way to maximum.

Any ideas of the reason for this? The 2T fuel is fresh.

Almost certainly in need of a carb clean.
If you partially choke it does it help at all ?

Does the angle of the engine change when you put it in gear and it starts to drive and is there plenty of fuel in the fuel tank ?

I had a similar problem with my Tohatsu 3.5 2T on my dinghy. It was caused because I was running low on fuel and every time I put it in gear the bow of the dinghy went up which angled the engine up sloshing the petrol to the back of the tank and starving it of fuel.
