I'm normally fairly non-supportive of the monarchy, but if you're going to have a lucky sperm system of government, then you have to accept the balding chap with the big ears is going to be king at some point in the next decade. That will make him head of state. There are plenty of rules that apply to a head of state that don't appear to the rest of us and vice versa.
