I get that, however I thought when you give them not only a crime but a culprit too they would jump at the clear up figure improvement - they don’t seem to care!

When you follow these guys on Youtube who really chase the scammers, it becomes clear that the majority of them are in India, mainly Delhi.
The one mentioned by ontheplane is very good and actually have framed some of the culprits.
They make millions... primarily by scaring the sh!it out of people and luring them into over-paying. It is when the making-right of the alleged over-payment the victims get f*cked big time. Only in a few cases have the Indian authorities acted.
Boats or any item can be used the same way: Send me x money to reserve the item, "oh sorry, it was sold to someone else - I'll make a refund". Whoops, the refund was way too big (but won't show on your bank statement for some time). "Please send me the amount I by mistake refunded in cash or by Western Union".
BINGO - you just made yourself a sponsor of criminals!

Yes, you would hope so but when a city shift routinely finishes their duty and have not had the resources to attend half a dozen emergency calls it begins to put things into context.
Fair play to you on detaining a thief (many wouldn’t) and it is a shame that you didn’t get the right response.

It is very bewildering sometimes as to why cases are dropped or not taken up in the first place.. A prime example are the polic,camera, action and similar police type documentaries.
They chase some scrotes in a car all over the place, who stole the car by breaking into the owners house and stealing the keys..
they end up crashing the car, are clearly caught on the police dash cams and caught by the police but the summary at the end ocassionaly states "no further action was taken" .. I really would love to know why..

Usually evidential issues - what might appear obvious might not actually be as straightforward as it seems and it is the CPS that make charging decisions now, not the Police themselves, and the evidential bar they apply is very high.

PS I know the doctors moan about it but there is a diction app that one can use that works very well to transcribe verbal words to text if you need it, though remapping the brain through manual typing is preferred. I'll ask my friend what she uses as it works rather well.
