The TMBA and other river user groups are increasingly concerned by the continuing decline in the availability of staff to assist passage through locks on the non tidal Thames.

River users are invited to assist us in gathering evidence of locks unmanned during normal duty hours to support our representations to the Environment Agency.

Pretty easy to operate the lock yourself, when no one there.
This is not about availability of out of hours public power.

The EA have published a Customer Charter and Lock Keeping Service Targets for 2016/17 which you can read here:

The Lock Keeping Service Targets clearly lay down the provision of assisted passage service boaters should be able to expect during published duty hours.
This information gathering exercise is intended to assist us in recognising whether or not these targets are being met.
