Having now read the instructions that come with the Balmar service kit, they do indeed suggest an impact wrench. I hadn't realised the distinction between a driver and a wrench, the latter being rotational only. Where can I get a cheap 230V model?

Unless you have a continued use for one, consider hiring one for a day: http://www.hss.com/hire/p/cordless-impact-wrench-13mm-18v £18 and suitable for 12mm to 24mm bolts with a torque of 450Nm.

Torque - 271ft-lb for 12V model, 450Nm (330ft-lb) for mains model, but almost twice the price.
