Tie down your boats, folks!

In our club, all the boats with flapping genoas after the storm are what I call “ghost boats” - vessels where for whatever reason they’re not being maintained by their owner anymore.
But that probably makes even worse - probably no longer insured, so if a sail comes loose and mast and/or boat lands on a neighbour the culprit boat owner won’t pay for the damage.
As others have said, why are boats even allowed to be lifted ashore until the roller furled sails are removed?
