Perhaps Wallingford Council should speak to Abingdon Council.:)

Unfortunately Abingdon is one place it has gone a bit pear-shaped, they very admirably stopped charging for moorings... however now full of livaboards so hard to find a spot. Also a large section of the bank below the bridge has been cordoned off as it is liable to collapse and no funds to repair it.

The overstaying and liveaboard issue is certainly harming the Thames boating experience. Pangbourne have wardens who seem to manage the issue quite well.
 
There was a guy from Abingdon council taking piccys of boats when we were there in July to give an idea what boats were staying for long periods but if they do anything pro active with this info is another thing
