The lack of suspension means once over walking pace it will bounce wildly on anything other than billiard table smooth roads, giving your dinghy a hard time.

It seems there are no specific laws regarding towing a trailer in Malta except that the trailer should have a towbar and not rely on a rope tether!
So asking on a forum based mainly in the UK was a waste of time, really.
