Temp sensor resistance

Anyone here know what the resistance of a Volvo MD17 temp sensor should be for a cold engine? Don't seem to be getting any temp reading, even when running for an hour. reading at cold is 600ish ohms

I've got the MD19 workshop manual but there's no info on what sender is used.

Just found out there's no thermostat in the exhaust manifold. exhaust water is getting hot but maybe not hot enough to register.
