Thinking forward to winter, I wish to modify a couple of tarps so that I can cover the boat with one tarp at either end, meeting at the mast. I was then thinking about splitting the tarp so that I can secure around the mast and the two will overlap.

So....what's the best way of sealing the cut edge so that it minimises ripping? I'm planning on using the heavyweight tarpaulins with the reinforcement mesh embedded within the sheet. Can it be glued, if so with what??

Mine is hemmed and sewn at the edges.
Cut a "u" shaped section out of one of the tarpaulins, sew it up and then tie the two together at the eyelets.
 
I have pvc tarp. How would I go about adding eyelets to it?

Buy an eyelet kit. Basically, the eyelets come in two halves, with a little stamp and die to make the hole and put them together. You just need a hammer. Depending on the thickness of the pvc, you might want to reinforce.
