If rigging is supposed to be 1998, I expect the surveyor will reccomend a replacement anyway within the next 12months at most. Typical replacement is 10yrs, and 1998 may not be a deffinite year. I would just budget to replace anyway.
 
I'm afraid the only part of my experience with a Dutch surveyor that corresponds with yours is the price. Our twin-engined Mobo, surveyed by a well-regarded local HISWA man also cost €625 but excluded the engines which I had inspected separately by the local Volvo main agent.

The report of our survey was a beautifully presented document, complete with coloured photographs but the content was superficial in the extreme and all of that fixed around with 'maybe's', 'if's and 'perhap's' and gratuitous advice such as 'you should never clean your teak deck with a power-washer'. In all honesty, it wasn't worth the paper it was written on. I discussed it with the broker who agreed but said it was typical of surveys undertaken in the Netherlands. If I have to go through this process again, I would throw money at the problem and fly some-one reliable out from England.

ps Mr Volvo, on the other hand, certainly earned his money. Charged me €306 and identified €3400-worth of work that the vendor had to pay for. Nothing major but €3400 doesn't go very far in the hands of a Volvo agent, even in Holland.
 
I guess it just goes to show that there's good and bad everywhere.
I would not hesitate to use the one that did Guapa again.

I only have first-hand experience of 4 surveys - 3 UK ones and 1 Dutch one.
Out of the 3 UK ones, 2 were vague in the extreme and only stated the bleeding obvious (both from "reputable" South Coast surveyors), third one (Hartlepool) was very good, but alas we were unble to reach agreement with seller regarding purchase price.

The Dutch one was also very good.
