Sugar scoop repair paint question

Hello

I am a new owner of a 1987 Kelt 29 sailboat which is in need of some repair
The Kelt has a "Sugar scoop stern"
I think the boat was previously painted with Toplac from International paints
Unfortunately the outer white coating ?paint ?gelcoat on both the edge of the sugar scoop and topside is peeling off and showing a green/grey surface underneath (I think this might be the underlying GRP?)
I have attached some pictures which show to problem
I am very new to boat maintenance so apologies if this has been answered elsewhere, but any suggestions on how to repair this? I have some more toplac paint which I could try
The lower part of the sugar scoop is at the waterline

Welcome to the forum

Difficult to tell with certainty but that capping could be a flexible plastic extrusion. Commonly used to cover the joint between the deck moulding and the hull and also of course protection. Paint does not sick well to such material.

We have a kelt 29 and the edge of the sugar scoop should have a hard rubber capping over the outside edge, looks like yours has fallen off, if it helps will take a photo at he the weekend to show you, just found a photo that may help
