The nylon bushes swell due to taking on fluid and the aluminium oxidising in the housing compressing them. I have bought new ones and thrust washers etc but you could take this advice given to me. "The unofficial short term solution is to remove sprocket then remove shaft and ream out the inside of the nylon bush till the shaft will turn easily use only synthetic lubricant when reassembling shaft into bushes."

I found that works best using water as lubricant.

Yes if already are synthetic bushes then a clean out by gentle use of a cylindrical flapper wheel should free things up. The pedestal I referred to had very rusty ball bearings with no means of lubrication and not the sealed for life variety.
