I think the 7 wire connector is for charging and lighting.
The other presumably thicker + and - for the start battery.

Is there a remote control unit for throttle and gears with a key switch and choke lever / button
Make sure you have a water supply to engine before starting.
Make sure in neutral before trying to start as probably has start in gear protection.

Sorry to say you could have several problems with missing parts.
The best thing for you to do is take the engine to an outboard motor mechanic and get them to sort it out it's probably not something you will be able to sort through the forum.
Sounds like you do not have a control box or maybe no way to steer it! a good mech can sort at cost

Looking at a pic from a recent eBay ad (I assume that's the one you have), there's a red button on the side just behind the two wiring harnesses...Starter maybe?

The towbar like plug is the connection for the umbilical cable to the starter panel. This will contain a positive feed as well as connections for the keyswitch an starter , ignition light etc. It should be possible to start without this panel if you can locate the connections at the engine end. How easy depends if the engine is coil or magneto.

If you give more indications of what wires go to the trailer like plug and where they are connected on the outboard.

This is an old engine so spares might be a problem however spares ex German navy are on eBay here.

I need to see a picture, but I am very sure that pressing this red button make the engine stop. The engines with electrical starter were started by key.

If anyone could give me the model no (f.e. 3179) I could maybe post a drawing of the spare parts list which might show how cables are connected.

Bernd

Hello,
I found a wiring diagram for a Volvo 20 H.P. and Volvo 45 H.P.
Maybe the wiring is similar to your motor. On one of them colours of wires are mentioned, too.
As Volvo/Crescent/Monark/Archimedes/Penta are in many details identical, you have a good chance that you can solve your problem with one of the pictures.

I was not able to post the pictures here, so please follow below link:

Hi,
I took these photos from a spare parts list / workshop manual. There is no internet site to retrieve this information.
I have some of these lists for different models, so I would need a photo of your motor from different ankles first to see if on of them fits your outboard.
As I payed quite some € for the lists, a complete scan or copy would not be f.o.c., I hope for your understanding.
