SSR Registration Certificate

My understanding is yacht registration is not compulsory in the UK and technically it is not required to sail overseas as home national maritime registration rules should apply for a yacht visiting overseas. However, most nations do require vessels over a certain size to be registered and UK yachts not being registered just confused officials. Part III registration was created so British yacht could have a piece of paper to "wave" at an official when asked to present the yachts papers without having to go through the costly ships register (Part I). Therefore, although not technically required Part III registration has now effectively become the mandatory registration for a UK yacht as most yachts are now registered.
 
But if it is a sailing dinghy or beach cat, you probably won't ever be asked for it - even if 5m long.
Exactly. The French in particular do love their paperwork. We’ve done the Texel race three times on different cats, never registered, never asked for it. The Dutch aren’t interested for beach cats. You can never tell with the French.
