Not sure what you mean by "coding". You can keep and use a Polish registered boat in Spain without complying with any of their local requirements. Indeed that is one of the advantages of keeping a non Spanish flag.

Then suspect it will have to be registered in Spain.

There are charter sailing yachts ( 10 - 18m) working out of here (Valencia) with non-Spanish flags, Polish, Dutch and probably others. They do appear to have Spanish crew, which may be a requirement despite the flag.
My advice would be to ask at your local Capitainerie as I believe they issue the permissions, and there is plenty of information available online.
