Spaniard buoy

Spaniard buoy was permanently? removed a couple of years ago from near the South Eastern corner of the Kentish Flats wind farm. I was looking out from the Sheppey coast today with my binoculars and could see what looked like a Yelow Cardinal buoy in the same sort of area. Does anyone know if it has been reinstated?
We used to use it as race mark for one of our annual races, but then used the lattice tower on the wind farm the last two years. With the Wind farm extension under way, that will prevent us using the tower this year.

Just had the binoculars out again, and it seems to be flashing White every 2s. I updated my Imray charts on my IPad after Spaniard was removed and can't find anything in that area with that sequence.

There are some temporary cardinals out there for the duration of the windfarm extension work. No, the Spaniard has not been reinstated.
 
I think the cardinals are to keep us away.
The new turbines are going to be larger. However the appearance of the new bases is deceptive from a distance - they have an extra external structure on them which from a long way away makes the tube itself appear to be much wider that it actually is.
