As it was called Little Vixen then my guess is that it is a Fox Cub 18. That's a lightweight boat in that sea state. If you have seen the rate of the ebb - it was mid-ebb - (even on neaps) hitting waves from an onshore wind then you'd know how it gets up (like it does coming out of the Deben etc) at the entrance.
If he was exiting then he'd have had no steerage. Lucky to have escaped with minor personal injury IMO.
