Southampton VHF Channels

I see from the latest edition of ABP's Yachtsman's Guide To Southampton Water http://www.southamptonvts.co.uk/admin/content/files/PDF_Downloads/Yachtsmans-guide-LowRes.pdf that VHF Ch 8 is not to be used by recreational craft (page 2 headed Port Operation Channels). I always thought that Ch8 was designated a ship-to-ship channel and am surprised that ABP can implement such a restriction.

We have always used Ch08 for our club races. Sunsail and the Warsash Spring Series seem to live on Ch08 all weekend.

It does not say that on this page of their website!. It lists Ch 08 as one of the "ship to ship" channels

Just had a very nice reply from the VTS Watch Manager stating that

"Southampton Port will only ever use ch.8 as a last resort when all other dedicated tug channels are being used. The document is incorrect as we cannot hold sole use of that channel."

I don't recognise their authority to make such a restriction. I personally would ignore it. Can anyone put me right?

Errm, VTS have already agreed that they don't have any such authority and the document is wrong
