a friend of mine has a 38ft sd cruiser in lymington and wants to move to someone cheaper as for next year or so he wont get to use her much
he has looked at http://www.wicormarine.co.uk/moorings/index.html
which offers convienence of being close to motorway, significant cost saving and its a bit better than a swinging mooring. anyone got any experience of this yard or suggest any others
he draws about 3ft and doesnt want to dry out

The last part of the comment is the killer - doesn't want to dry out. That immediately adds to the mooring cost.
If he was willing to go to a soft mud berth - then the possibilities increase many fold..... with significant reduction in costs. Particularly if he's not going to use it much.
 
Trafalgar Wharf, at the top of Portsmouth harbour, just off junction 12 and opposite Port Solent are offering cheap storage ashore, with lifting when ever required. Maybe a good option if he only wants to use the boat a few times next year.
