There's a thing called a yellowbrick that will send your position to a website map, not sure if they do one with a camera too. A friend uses it on a world Landrover trek and says it is excellent.

I have been thinking about the possibility of mounting some sort of web cam on the KTL arch

how feasible is this?

I was thinking of an image refreshing once a minute during daylight hours?

I assume the mobile costs would be huge?

or would they

any thoughts chaps?

Sounds quite feasible to me. A 640 x 480 jpg is typically about 100kB at most, and with 16 daylight hours you'd need to upload 16 x 60 = 960 of them, or 96MB per day, so about 3GB per month. Three (first company I tried, since I use them) will do you 10GB for £10/month on a 1 month rolling contract, so assuming thy charge for uploads as downloads that would be more than enough.
