A solar panel is regulated by simply turning it off when the battery is fully charged. This does no to damage the panel and provides a simple method to control the output of the panel. A wind generator cannot be switched off in the same manner without damaging it. Instead, when the battery is fully charged, the output from the generator is diverted to a resistance load which absorbs the excess energy from the generator without damage to it. That's a very simplified description of the difference and some wind generators have more sophisticated controllers but they're specifically designed to work with a particular model rather than a generic controller.

That is how the very basic solar regulators work.

The ones in question control the charge rate by pulse width modulation ( PWM) in which the charging current is broken down into a series of pulses, of diminishing duration as the battery becomes charged.

The same objection however applies. They are not ( generally) suitable for controlling an inductive device such as a wind generator.
